How to automatically send a message after X minutes if the user is not active

How can I keep the conversation going when a user stops answering? I would like to send a message to users when they stop answering, let’s say after 5 minutes.. Also, is there a way to send a partially filled form ? Like if they filled out the first 2 answers but did not submit the rest after 5 minutes ?.
